On the other hand if an end were made of fighting it would be possible to argue that it would not be a breach of

neutrality for the Government of Hong-Kong to loan officials

to help forward the non-military re-organisation of this

province, whose welfare is so closely bound up with the

interests of the colony and further justification might be

found in the knowledge that the Northern Government would

not make any attempt at reform even if they could.
